The Challenge
Government agencies regularly need to collect sensitive information, supporting documentation, and application materials from citizens in a secure and accessible way. Many organizations still rely on paper forms, email attachments, or outdated submission processes that create operational inefficiencies, increase administrative workload, and introduce potential security and privacy concerns.
The Idaho Division of Veterans Services (IDVS) needed a modern solution that would allow citizens to securely submit education and training program documentation online for agency review and processing.
At the same time, several Idaho public health districts, including Panhandle Health District, North Central Public Health District, and Central District Health, faced similar challenges managing online renewal workflows and regulatory document uploads for food establishment licensing.

The Solution
Tyler Idaho partnered with the Division of Veterans Services and multiple Idaho health districts to develop secure, configurable workflows using Engagement Builder, Tyler Idaho’s low-code/no-code digital forms platform.
For the Division of Veterans Services, Tyler Idaho implemented a workflow that allows citizens to securely submit education and training program information while uploading supporting documentation directly through an online portal.
Similarly, the Panhandle, North Central, and Central District Health entities leveraged Engagement Builder to modernize food establishment licensing and renewal processes by securely collecting renewal information, regulatory documentation, and payments when required.
Using Engagement Builder allowed Tyler Idaho to rapidly configure workflows tailored to each agency’s operational needs while reusing common functionality across programs and departments.
The Impact
Since launching in late 2023, the Division of Veterans Services Education Upload application has successfully processed 939 submissions, helping streamline program verification and supporting document collection for Idaho veterans and program administrators.
