The Challenge
Government agencies are under increasing pressure to modernize digital services while reducing technical debt, limiting long-term maintenance costs, and delivering improved user experiences for citizens and professionals alike.
For many public entities, legacy applications built years ago no longer meet current expectations for accessibility, mobile responsiveness, security, or operational flexibility. At the same time, agencies often face limited staffing resources, constrained budgets, and long development timelines that make traditional custom software projects difficult to sustain.
The Idaho State Bar (ISB) faced these exact challenges with its existing attorney license renewal system. The platform had been in service for more than 20 years and no longer aligned with modern usability, accessibility, or security standards. The organization needed a solution capable of supporting multiple workflows within a single platform, including:
- Onboarding new admittees,
- Renewing individual licenses,
- and processing firm renewals.
ISB needed a modern, scalable solution that could be implemented quickly without requiring a lengthy custom development effort.
The Solution
Tyler Idaho partnered with the Idaho State Bar to modernize the renewal experience using Engagement Builder, Tyler Idaho’s low-code/no-code digital forms and workflow platform.
Rather than rebuilding the application through a fully custom development approach, Engagement Builder allowed the project team to rapidly configure workflows, forms, payment collection, and user experiences tailored to the State Bar’s operational requirements.
The new platform delivers:
- Mobile-friendly user experiences
- Improved accessibility aligned with modern standards
- Streamlined renewal workflows
- Secure online payment processing
- Flexible support for multiple renewal types within a single system
By leveraging a configurable low-code platform, the ISB was able to modernize a critical public-facing service while significantly reducing implementation complexity, long-term maintenance concerns, and development timelines.
The Impact
The Idaho State Bar renewal modernization project was successfully implemented in just a few months, demonstrating how low-code government platforms can accelerate service delivery without sacrificing functionality or user experience.
The new Engagement Builder solution successfully:
- Processed 5,049 license renewals
- Collected more than $2.29 million in payments
- Modernized a 20-year-old legacy application
- Improved security, accessibility, usability, and mobile responsiveness
- Reduced reliance on custom-coded legacy infrastructure
The project also highlighted how small and mid-sized public entities can modernize critical government services quickly and cost-effectively using configurable low-code platforms instead of large-scale custom development efforts.
Today, the Idaho State Bar has a more modern, maintainable, and scalable renewal platform capable of supporting future operational needs while improving the experience for legal professionals across Idaho.
