The Challenge
Many small and midsized public entities across Idaho rely on back-office billing systems that were never designed for online payments. Residents and customers often had no option to review balances or pay invoices online, resulting in mailed payments, in-person visits, and manual processing for staff.
Both Latah County Solid Waste and the Minidoka Irrigation District faced this challenge. Each needed a secure, simple way to offer online invoice payment without investing in complex system integrations or dedicated IT resources.
The Solution
Tyler Idaho partnered with these entities to implement a streamlined invoice presentment and payment portal using Engagement Builder.
The no-code platform allows for the import of a CSV or Excel billing file directly from their existing system of record. Once uploaded, the system generates a secure online portal where customers can:
- Enter their account number
- Review current balances
- Make full or partial payments online
The solution required no heavy backend integration and minimal technical oversight, making it ideal for agencies with limited IT capacity.
The Impact
By launching a secure online invoice presentment tool, both organizations were able to:
- Offer online payment options where none previously existed
- Reduce manual processing and mailed payments
- Empower staff to manage billing uploads independently

Perhaps most importantly, the project created a reusable, configurable template that can be adapted by other counties, districts, and public service entities across Idaho.
